This paper discusses aspects considered central to the reflection on public policies to the education of illiterate or little schooled youth and adult. Firstly, it is observed that spite of the documented progress in the literacy indicators, the low index and progression of public education continuously reproduces a large contingent of functional illiterates. The author analyses the situation of youth and adult education according to different educational laws. The governmental policies seem to define a centralizing guidance, when deciding on curriculum, contents and evaluation and a decentralizing orientation when organizing work, which is transferred to the cities and states. The author observes that youth and adult education in Brazil depends on the Union Governments action.
