Abstract

The text addresses a brief history of the concept of Sovereignty and State, from Aristotle to the Contractualists, and brings insights about the essential elements to the construction of a so-called “National Project of affirmation of Sovereignty” in the current Brazilian and world context. Starting from the premise that the human beings develop in community, emphasizes the importance of the National State, which stregh is in the full exercise of its sovereignty. Regional and global integrations are extremely important, but they do not set aside the need for a State with its own identity, a strong and sustainable economy, that welcomes its people by promoting their well-being broadly and in an integrated way. The text then addresses central axes for the construction of the aforementioned National Project, reinforcing that public policies to reduce social inequality and, above all, to strengthen education and work (including their new forms), are essential for the establishment of a State sovereign.
