O C.L.E.A é criado nos anos oitenta, período no qual florescem as democracias na América latina e também germinam associações e instituições dedicadas a arte e à educação. Vários anos de encontro se seguiram nos quais o Conselho vai conformando sua identidade. Neste texto apresentamos o resultado conceitual desse processo.References
